Climate Resilient Green Economy Forum

The Climate Resilient Green Economy (CRGE) Forum is a significant initiative in Ethiopia that brings together various stakeholders to work towards a common goal: building a climate-resilient and green economy. This forum is a platform for enhancing development cooperation and coordination in the climate resilient green economy sector in Ethiopia.

The CRGE Forum aligns its activities with the Government of Ethiopia’s policies and strategies, particularly the Ten-Year Development Plan (TYDP). It promotes joint analysis, dialogue, and resource mobilization among the Government and Development Partners. The forum plays a crucial role in supporting the implementation and monitoring of the Climate Resilient Green Economy Strategy and the National Determined Contribution (NDC).

The structure of the CRGE Forum is designed to facilitate effective decision-making and implementation. It consists of Forestry TF, MRV TF, and International Climate Engagement and Climate Finance TF. Each of these groups has specific objectives and membership. 

The High-Level Group provides strategic guidance, approves annual work plans and budgets, and monitors the overall performance of the CRGE Forum.

The Technical Working Group is responsible for preparing annual work plans and budgets, as well as monitoring and evaluating the performance of the Task Forces.

The Task Forces focus on specific areas of the CRGE Strategy and NDC, and are responsible for implementing the activities outlined in the annual work plans.

The CRGE Forum is chaired by the Ministry of Planning and Development and co-chaired by selected Development Partners. This ensures that the forum’s activities are aligned with national priorities and international development goals.

The CRGE Forum has a Secretariat hosted by the United Nations Development Programme (UNDP). The Secretariat’s role in the CRGE Forum involves organizing meetings, preparing and circulating reports, and following up on activities. Additionally, the Secretariat is responsible for keeping records of all relevant documents and maintaining the membership list. It also produces synthesis reports for the Technical Working Group and presents key outcomes to the High-level Group.

The CRGE Forum is a key platform for driving Ethiopia’s transition to a climate-resilient green economy. It brings together government, development partners, and other stakeholders to collaborate, share knowledge, and mobilize resources towards this common goal. The forum’s structure and activities are designed to ensure effective coordination, implementation, and monitoring of Ethiopia’s CRGE Strategy and NDC. It is a model of multi-stakeholder engagement and cooperation in the fight against climate change.

The CRGE Forum aims to create a dynamic platform that fosters meaningful dialogue and robust collaboration between development partners and the Ethiopian Government. By providing a space for open and constructive communication, the forum seeks to bridge gaps in understanding, align priorities, and harmonize efforts among stakeholders. This approach is designed to maximize the effectiveness of development assistance by streamlining the coordination of resources, minimizing duplication of efforts, and ensuring that financial and technical aid is strategically channeled to areas where it can have the most impact. Ultimately, this benefits the Ethiopian people through the successful realization of CRGE/NDC initiatives.

Additionally, the forum recognizes the critical importance of mobilizing the necessary resources for CRGE-related projects. It provides a dedicated space for discussing and strategizing resource mobilization efforts, including identifying potential funding sources, innovative financing mechanisms, and forming partnerships. This ensures that the necessary support is secured to drive forward the CRGE agenda effectively.

Challenges in the Sector

 

The recent updates in terms of climate change mitigation and adaptation, Ethiopia Launches National Determined Contribution (NDC) Implementation Plan in July 2024 to Enhance Climate-Resilient Green Economy. In last year with the Ministry of Planning and Development (MoPD) leadership, assessment was conducted on CRGE implementation gaps and challenges since 2011 and there is a need to revitalize the Integrated Climate Governance.

 

The assessment identified the following key gaps and challenges on the CRGE implementation:

 

· Lack of Adequate Planning, Mainstreaming and Implementation Capacities.

 

· Lack of MRV Protocols and Weak Emission Tracking Capacities.

 

· Lack of Coherent, Consistent and Comprehensive Climate Change Indicators and Weak Knowledge Management and Communication Systems.

 

· Weak Intra and Inter-Sectoral Coordination.

 

· Limited Access to International Climate Finance and Climate Smart Technologies.

 

· Limited Engagement of Private Sector in The Implementation of CRGE Initiatives and

 

· Weak Coordination of Non-Government Actors Implementing Climate Change Related Programs and Activities in Ethiopia.

 

In this regard, to strengthen CRGE implementation, the Ministry of Planning and Development (MoPD) has revitalizes for integrated Climate Governance, which will re-strengthen a unified CRGE Ministerial Committee, chaired and co-chaired by MoPD and Ministry of Finance (MoF); all the technical work specific to CRGE sectors will be integrated and conducted at each relevant government bodies; and the CRGE Development Partners Forum designed to strengthen the role and participation of the development partners in their climate actions and investment in Ethiopia.
